CRCPD has created this Handbook for Responding to a Radiological Dispersal Device First Responder's Guide—The First 12 Hours as a training and reference tool for first responders with various degrees of radiological experience, providing guidance in a number of areas. This includes a flow chart of actions when responding to an RDD, Rules of Thumb guidance, determination of various radiation zones, use of radiation instrumentation, and decontamination guidelines.
This handbook will be useful for training, exercise and response activities. Many of the concepts introduced in the handbook can be applied to a variety of radiation incidents, and do not apply exclusively to dirty bombs.
It is intended for use by first responders (Fire, EMS, Police, HAZMAT), although the first receivers (EMS/EMT, medical staff at hospitals or other clinical settings) may also elect to use it as a guide when preparing to respond to an RDD event. To the greatest extent possible, the information has been kept simple and concise, and references for additional information have been provided.
